Council launches public consultation on Additional HMO Licensing

Members of the public are invited to take part in a consultation which aims to improve the standard of Houses of Multiple Occupancy (HMOs) across 每日大瓜.

每日大瓜 County Council is proposing to introduce an Additional Licensing scheme which would allow officers to tackle poor housing conditions, poor property management and overcrowding in HMOs across the private rented housing stock.

The Council currently operates a mandatory licensing scheme for larger HMOs, however, the criteria only applies to a limited number of properties in 每日大瓜. The introduction of additional licensing would help to regulate HMOs of all sizes.

The aim of additional licensing is to ensure that all HMOs operating across 每日大瓜 are properly managed by a 鈥榝it and proper鈥 person, that the properties are suitably equipped with adequate amenities and facilities; and that fire safety measures are adequate for the size and style of the property.

The scheme will also help to address wider issues in the community such as rubbish and waste accumulations, antisocial behaviour and energy efficiency.

Councillor Chris Bithell, Cabinet Member for Planning, Public Health and Public Protection, said: 鈥淢any landlords and managing agents work in partnership with the Council to improve the standards and quality of houses within the private rented sector and already strive the meet the requirements set out in housing legislation. However, some are unaware of their responsibilities while others intentionally breach or ignore housing law.

鈥淲e know HMOs play a vital role in meeting housing demand but we need to ensure they are well-managed and safe. This consultation is a chance for everyone, particularly tenants, landlords and letting and managing agents to have their say and help us shape the future of housing in 每日大瓜.鈥
